  • 1a.What Is Public cooperation 

Public cooperation is an organization created by an Act of Parliament. These corporations are owned and controlled by the government with the main purpose of fulfilling government mission.


  • 2a.Define The Term Local Government 

Local government can be defined as a government set at the grassroots to solve problems at the grassroots 


  • b.List 10 functions of Local Government and Explain any 3 Control of Local Government

Approval of Loans

The state government must give approval to any financial institutions before giving loans to the government 


Immediate or Specific functions 

The state House of Assembly can command the local government to perform an immediate function.


Control of the Judiciary 

Any law made by the local government must be approved by the Judiciary, the Judiciary can declare such laws nulled if it is not in line with the country’s constitution

Colonialism is the domination of a dependent country with a foreign culture, politics and economic.  It could be in form of trade or missionary.

Lack of funds

Insufficient funds was a reason of adopting indirect rule, there was no funds in the British government to engage in direct administration.


Language Problem

The British English was quite different from most of her colonies and some of its colonies has different tribes and language, the use of indirect rule was a solution to it


The Success of the System 

The system has also been tried in different colonies of the British, seeing the success Lord Lugard felt it work in the rest of their colonies.


Poor Climate

The climate of Nigeria was different from their, poor climate and other factors many British refused coming down to Nigeria for a direct rule


It’s a cheap system 

The illiterate leaders were given cheap gifts and little money to run the administration on behalf of the British.

The Oyomesi

These are the seven principal councillors of the empire. They work in co operation with the Alafin and are responsible in installing a new Alafin  if death occurs to the previous one


The Aremo

He was the eldest son of the ruling Alafin, he can only help his father (Alafin) in the administration of the empire but not succeed his father.

Policy of assimilation is the domination of the France administration culture,beliefs,customs,and tradition on the West Africa culture. The people’s way of life will be put away to a ‘advanced ‘ French culture and civilization.

  • b. List and Explain 5 Reasons Why the Educated Elites Opposed the Introduction of Indirect Rule In Southern Nigeria.

Roles Of Chiefs: With the protection of the colonial officials, the chief gained more strength and acted beyond their traditional roles as chiefs.

Colonial power to appoint and dispose: The educated elites kicked against the colonial power to appoint and dispose traditional chiefs and authorities. The people were not given their political rights to appoint or choose traditional rulers themselves.

Neglect of Educated Elites: The Nigeria educated were not involved in the colonial administration to help manage the country. The British did not see the need to include them.

The Use of Uneducated Traditional Rulers: The colonial masters made use of uneducated local chiefs and traditional rulers to run their indirect rule system.

Imposition of Taxes: The Britain imposed different taxes on the people using the traditional rulers.
